The Hennepin County Attorney is asking Gov. Greg Abbott to sign extradition paperwork for a Rio Grande Valley ICE agent charged with assault and falsely reporting a crime in Minnesota.
Hennepin County Attorney Mary F. Moriarty sent a letter to Abbott on July 30, 2026, asking him to sign the documents so Christian Castro can be transferred to Minnesota to face charges.
Castro faces four counts of assault with a dangerous weapon and one count of falsely reporting a crime. The charges stem from a Jan. 14, 2026, shooting in Minneapolis.
According to prosecutors, Castro fired through a front door and shot Julio Cesar Sosa-Celis in the thigh after Castro and another officer chased Alfredo Alejandro Aljorna to the Minneapolis apartment duplex where Aljorna and Sosa-Celis lived.

The bullet ended up in the wall of a child’s room, according to the Hennepin County Attorney’s Office.
Sosa-Celis and Aljorna were legally in the U.S., the Associated Press said.
Castro was arrested on May 29, 2026, at a residence on Sun Chase Drive in Harlingen and booked into the Cameron County jail. He was taken into custody without incident.
A judge in Minnesota set bail at $200,000. Castro remains in custody in the Cameron County jail as of Monday night.
In her letter, Moriarty noted that Castro has been held for more than two months and that all procedural requirements under Texas and Minnesota law have been met.
“The final step is for you as the Governor to sign the extradition paperwork so that we can proceed with the case in Minnesota. We are asking that you sign the extradition paperwork immediately. Mr. Castro was arrested on May 29, 2026, over 2 months ago,” Moriarty said in the letter. “Texas law, under the Uniform Criminal Extradition Act (UCEA), provides a clear framework for interstate extradition. The process has been initiated in full compliance with both Texas and Minnesota statutes, and all procedural requirements have been met.”
On Monday, Channel 5 News reached out to the office of Gov. Abbott for comment regarding the request.
“The office of the Governor will not comment on pending extradition matters,” a spokesperson for Abbott’s office said.
Defense attorney Salvador Garcia identified Castro as a Rio Grande Valley native.
“He was not a fugitive; he was still employed,” Garcia said during Castro’s June 4 bail hearing. “He does live in the Valley. As I understand, he was here in the area pursuant to his job obligations.”
If convicted of the more serious charge, Castro faces up to seven years in prison per count.
