Construction has started on a new detention pond near Harlingen that will hold stormwater from Harlingen and areas northwest of the city.

The pond is being built just off Breedlove Street, not far from Lee H. Means Elementary Fine Arts Academy. Once completed, it will hold 10 football fields worth of stormwater.

Cameron County Drainage District No. 5 is leading the project. The pond will benefit people living in Harlingen, Primera, Palm Valley, and Combes.

“It helps to temporarily store stormwater,” Cameron County Drainage District No. 5 General Manager Rolando Vela said.

The pond will pull in stormwater from nearby drainage ditches. Water will then flow through a pipe underneath a crossing and into the North Main Drain Channel.

“Try and minimize and ensure we’re not getting any overflowing into people’s properties, that’s the whole objective here,” Vela said.

The project will cost up to $300,000 to complete. Taxpayer money from the drainage district’s budget will fund it.

For residents near Vinson and Sterling avenues, the project brings some relief. Jacob Cantu, a Harlingen resident whose family has lived in the neighborhood for the past four years, said the March 2025 flood left a mark.

“We lost furniture and beds and stuff,” Cantu said.

He said the experience has kept him on edge.

“You never know when it’s just going to be a normal thunderstorm, but that’s enough to flood here,” Cantu said.

His family rents the property, but everything inside belongs to them. The flood changed how they prepare.

“Now all of our furniture is kind of built to be ready for a flood,” Cantu said.

Despite the fear, Cantu said his family plans to stay.

“We’re planning on staying as far as we can tell,” he said.

Construction is expected to wrap up within three months. The drainage district is also preparing to go out for bids on $20 million worth of other drainage projects, which include more detention ponds and widening ditches.
