MCALLEN, Texas — Reflecting on a half-century in public education that began in the cotton fields of Cameron County in 1977, Dr. Daniel P. King looks out at today’s Rio Grande Valley and sees an economic metamorphosis unmatched anywhere in the Lone Star State.

From SpaceX rocket launches near his childhood home in Rio Hondo to world-class shipbuilding facilities at the Port of Brownsville, rapidly expanding medical schools, and advanced manufacturing hubs, the Valley’s economic engine is roaring. Yet, according to King, one critical challenge threatens to slow that momentum: finding and fueling local talent.

Speaking at a recent regional gathering of community and education leaders, King—the legendary former superintendent of Pharr-San Juan-Alamo (PSJA) ISD and founder and board president of The PossAble Dream Foundation—made a compelling case that thousands of adults across the Valley possess immense talent and capability but remain locked out of high-wage careers simply because life circumstances interrupted their education.

“We have so many talented people in the Valley that are shut out of opportunity—not because they lack intelligence, not because they lack the desire to be successful, but because circumstances put them in a position where they don’t have access. Our goal is to unmask all that potential, unmask that power, and watch the Valley boom,” King said.

A Legacy of Legislative Innovation

King’s mission to connect non-traditional adult students with diploma and credentialing pathways is not new; it is the culmination of nearly two decades of legislative maneuvering and institutional pioneer work.

In 2007, while serving as superintendent at PSJA ISD, King partnered with South Texas College (STC) to launch the College, Career, & Technology Academy (CCTA)—the first public adult high school model in Texas specifically designed to serve students up to age 26, allowing them to earn their high school diploma and a career certificate simultaneously.

“I found a way to use some existing legislation to fund students up to their 26th birthday,” King recalled with a smile. “The bill author even asked me, ‘How did you do that? I didn’t write that bill with that intent.’ I told him that was what I saw when I read it, and he said, ‘You know what? I’m glad you did.’”

That local triumph sparked statewide reform. In 2011, state Sen. Juan “Chuy” Hinojosa and State Rep. Sergio Muñoz Jr. co-sponsored legislation codifying the PSJA/STC model into state law, urging school districts and community colleges across Texas to replicate the partnership.

When the Texas Legislature later authorized pilot programs serving adults up to age 50—initially restricted to Austin—King mobilized. Following persistent advocacy to state officials and lawmakers, the Texas Legislature in 2023 authorized 10 additional adult high school charter pilot sites across Texas.

When regional entities faced bureaucratic eligibility hurdles, King did what he has always done: created a new path forward by establishing the PossAble Dream Foundation.

Rigorous Standards, Real Results

King emphasized that the PossAble Dream program is strictly a high school diploma granting program—not a GED course. Adult students must earn full state high school credits and pass Texas state exit exams (and in many cases, the Texas Success Initiative college entrance exam) to graduate.

Despite entering the program after years—or even decades—away from the classroom, the foundation’s students are delivering extraordinary results, currently boasting a 90% pass rate on state exit exams, with several students achieving near-perfect scores. King won applause from the audience when he provided this statistic.

“They are extremely intelligent and capable,” King stressed. “A lot of times, as they tried to move forward over the years, they got let down, had doors closed on them, or lacked support, and they lost confidence in themselves. Suddenly, whether they are 30, 40, or 50, they realize, ‘Wow, I can do this.’”

Lifelong Commitment & Scaling Across the Valley

The PossAble Dream model guarantees that every graduate earns not only a high school diploma but also an industry-recognized certificate in growing fields such as healthcare, logistics, manufacturing, and technology. Furthermore, the foundation guarantees lifetime support to its alumni.

“If you are a PossAble Dream alumnus, we are with you for life,” King declared. “If you graduated five years ago and want to stack another credential, step up to a bachelor’s degree, or advance your career, you can always come back to us, and we will find the partners and resources to help you reach that next goal.”

Looking ahead, the foundation is scaling rapidly. Having expanded to seven sites across the Rio Grande Valley, PossAble Dream has set a floor goal of 1,000 adult students and a target of 1,200 for the upcoming academic year, with plans to grow to 2,000 students and graduate 500 or more annually.

As the program nears the Texas Education Agency’s (TEA) current 2,000-student cap over five years, King is already preparing his next policy challenge.

“In a couple of years, I look forward to challenging TEA to raise that cap or allow us to apply for a second charter,” King said. “Because the need in the Rio Grande Valley is tremendous, and the potential of these students is limitless.”
