BROWNSVILLE, Texas — In what local officials are calling a historic moment for South Texas, two Rio Grande Valley communities have officially earned state-designated cultural district status from the Texas Commission on the Arts (TCA).
The Mitte Cultural District in Brownsville and the Edinburg Arts District in Edinburg are among only four new areas designated statewide, joining the Galveston African American Cultural Heritage District and the Lufkin Cultural District.
Texas Commission on the Arts Commissioner Diane Milliken Garza highlighted the significance of the achievement in an exclusive interview with the Rio Grande Guardian. Out of more than 200 counties across Texas, only 61 cultural districts now hold this official state designation.
“It’s a great time for the arts in Texas, but it’s a really great time for the arts in South Texas,” said Garza, a Brownsville resident. “It’s quite historic that we would have two of the four cultural districts accepted and given a state designation be in South Texas in the Rio Grande Valley.”
According to the biennial State of the Arts report by the Texas Cultural Trust, cultural districts bring in over $7.3 billion annually to the state economy. Local leaders expect the new status to drive economic development, tourism, and increased visibility for the RGV.
Earning the Designation
Securing a state designation requires a rigorous application process, beginning with a letter of intent, meetings with TCA staff, and demonstrating a proven track record of cultural tourism and community engagement.
Garza emphasized that designation is awarded only to regions with established cultural infrastructure.
“You can’t say, ‘We want a designation as a cultural district because we’re going to put this over here and that over there.’ You have to already have it,” Garza explained. ” Edinburg and Brownsville were already doing all of these wonderful cultural art activities and had all the features—like theaters, restaurants, bars, and events.”
While both districts qualified, each showcases the distinct identity of its community:
- Brownsville’s Mitte Cultural District: Known for its rich Texas history, the district features the Fort Brown complex, historic architecture, the Gladys Porter Zoo, Dean Porter Park, and the region’s only children’s museum.
- Edinburg Arts District: Recognized for its annual festivals, major sports and entertainment arena, and long-standing reputation as a destination for the arts.
Economic Impact and Funding Opportunities
Beyond regional pride and heightened statewide visibility, the official designation opens doors to competitive state funding. Organizations within designated cultural districts become eligible for exclusive state grants, some exceeding $250,000.
“These grants are game-changers,” Garza said. “Our museums and artistic entities within the districts will be able to apply for funding that will directly enhance the services and cultural experiences offered to our region.”
Local artists are also expected to benefit as the designated areas evolve into centralized hubs for creative collaboration, gallery growth, and community events.
Looking Ahead
While the official designation ceremonies are expected to take place in late October, broader efforts to elevate the arts across South Texas are already underway.
Garza noted that regional leaders have held initial meetings to form a unified regional arts organization to streamline public outreach and promote local cultural events. Plans are also being developed for a regional fine arts conservatory to provide expert instruction to young musicians across the Valley.
“We are not at a loss for art, and we are not at a loss for culture in the Rio Grande Valley,” Garza said. “This designation lets the rest of the state and the nation know what we have here. It’s our turn in the Rio Grande Valley to be in the thick of it all.”
