Desalination offers reliability, but it is rarely the cheapest water on the table. The Texas Water Development Board estimates that brackish-water desalination can cost $1.25 to $2.60 per 1,000 gallons, while seawater desalination may cost $3.60 to $5.80 per 1,000 gallons.
That difference matters once the water moves from the plant into contracts, pipelines, and monthly bills. A privately financed plant can reduce the upfront burden on taxpayers, but water buyers still need to decide whether the price is worth the added security.
