Hegseth asserted that Scouting America would henceforth require members to identify based on their "biological sex at birth," a move he believes will restore the organization to its original values. However, this interpretation has met with some resistance; Scouting America’s President Roger Krone countered that the organization remains committed to inclusivity, affirming that transgender individuals will continue to be welcomed in their programs. The new framework, Krone noted, won’t alter existing policies regarding transgender participation.

Clarification on Gender Policies

The Pentagon’s concerns primarily revolve around how Scouting America handles applications regarding gender identity. Hegseth indicated that future applications would necessitate individuals to choose between male and female, based on their birth certificates. Krone mentioned that the organization already follows a two-box system on applications, posing questions about gender assigned at birth.

Implementation of New Merit Badges

In line with the restructuring, Scouting America has proposed to the Pentagon several changes that reflect both military values and community engagement. These include:

  • Discontinuation of the Citizenship in Society merit badge: This badge has faced criticism and is viewed as part of the “woke” initiatives that Hegseth wants to eliminate.
  • Introduction of a Military Service merit badge: Designed to foster interest in military service among youth.
  • Waiving registration fees for children of military personnel, enhancing access and participation.

These changes aim to enhance the partnership between the military and scouting, recognizing the significant role that youth scouting has played in developing future leaders for the armed forces.

While these policy shifts may offer some resolution, Scouting America is not impervious to challenges, such as the monumental sexual abuse claims that prompted bankruptcy proceedings in 2020.
