Threat of Violence at Laredo Elementary Schools Prompts Arrest of Man with Criminal History

Overview of the Incident

On October 22, 2023, the Laredo Police Department responded swiftly to a school shooting threat that targeted local elementary schools, resulting in the arrest of Juan Carlos Moreno, a 41-year-old with a significant criminal background. Authorities charged Moreno with terroristic threats impairing public service, amplifying fear among the community regarding potential serious bodily injury.

Discovery of the Threat

The alert was first raised at approximately 7:42 a.m. when a threatening note was discovered taped to the door of the Border Region Behavioral Health Center located at 1500 Pappas St. The note contained concerning language that prompted immediate action from the police.

Authorities’ Response

During a press conference, LPD Chief Miguel A. Rodriguez Jr. revealed that the note raised several "red flags," showcasing the potential danger it posed. As a precautionary measure, the Laredo Independent School District and the United Independent School District were promptly informed. Both districts implemented protective lockdowns while the police, particularly the Violent Crime Gang Unit, actively searched for the suspect.

Capture of the Suspect

By approximately 10:36 a.m., officers located Moreno at a residence on Montgomery St. Within hours of the threat being reported, schools were alerted that Moreno had been apprehended. Importantly, no weapons were found at the site or on Moreno.

Resumption of Normal Operations

Following the arrest, both school districts transitioned out of “secure mode,” allowing students and staff to resume normal activities, alleviating widespread concerns regarding safety.

Moreno’s Criminal History

Chief Rodriguez highlighted Moreno’s extensive criminal record, which includes previous charges such as aggravated assaults and drug possession. It was also indicated that Moreno appeared to be experiencing a mental health episode at the time of his arrest, prompting discussions on the need for proper mental health support in the community.

Details regarding Moreno’s current detention status remain undisclosed. The Laredo Police Department continues to investigate the circumstances surrounding the incident, emphasizing vigilance in safeguarding the community.
