MCALLEN, Rio Grande Valley — Texas A&M University has named longtime South Texas attorney and community advocate Pablo Javier Almaguer as the new director of the Texas A&M University Colonias Program. 

Effective Sept. 14, 2026, the appointment comes alongside a major organizational shift: the program’s headquarters will now be based directly in the Rio Grande Valley under the auspices of the Texas A&M University Higher Education Center at McAllen.

Almaguer succeeds longtime director Oscar Muñoz, who is retiring after 31 years of dedicated service.

A graduate of The University of Texas-Pan American and Chicago-Kent College of Law, Almaguer brings nearly three decades of experience serving South Texas and border communities. His background includes nearly 30 years with Texas RioGrande Legal Aid (TRLA)—where he served as branch manager of the Edinburg office—and a tenure as president of the board of directors for the Texas Civil Rights Project. Almaguer was the first legal aid lawyer to serve on the State Bar of Texas Board of Directors and the first attorney from Hidalgo County elected as its chair.

Most recently, he served as a senior attorney fellow with the Economic Justice Initiative at the Texas A&M University School of Law, where he helped establish a Medical-Legal Partnership with DHR Health, and as a senior fellow at the Texas Immigration Law Council.

Expanding direct services across border communities

In his new post, Almaguer will lead strategic initiatives to increase self-sufficiency and enhance the overall quality of life for residents living in colonias along the entire Texas-Mexico border.

Because of their remote geographic locations, poor economic conditions, and cultural segregation, colonia residents tend to be isolated from standard government services and public or private social safety nets. These barriers often leave families without adequate access to literacy programs, job training and placement, healthcare, and essential resources for youth and the elderly.

To directly address these disparities, the Texas A&M Colonias Program operates out of three regional offices. Program staff partner with a wide variety of public and private agencies to deliver comprehensive, community-focused assistance, including:

  • Literacy & Job Training: Educational courses and workforce development to improve employment opportunities.
  • Health Education: Community health outreach, wellness initiatives, and preventive healthcare guidance.
  • Economic & Community Development: Local infrastructure support, leadership development, and strategic partnerships to strengthen neighborhood stability.

“Pablo has spent his career serving South Texas and building relationships across communities and institutions,” said Ernest Aliseda, chief operating officer and associate vice president of the Texas A&M University Higher Education Center at McAllen. “He understands this region and the people we serve. I am confident he will build upon the tremendous foundation of the Colonias Program while finding new opportunities to strengthen and expand its impact.”

Aliseda also paid tribute to outgoing director Oscar Muñoz: “Oscar’s extraordinary commitment helped shape the Colonias Program and its legacy of service. We are grateful for everything he has given to Texas A&M and the communities we serve.”

Drawing on his personal experience as an immigrant, legal advocate, and community leader, Almaguer emphasized his commitment to advancing the program’s reach.

“I am honored to have the opportunity to lead a program with such a strong history of service to South Texas and the entire Texas border,” Almaguer said. “I look forward to working alongside Colonias Program staff to strengthen strategic partnerships, build on the program’s legacy of service, and advance meaningful opportunities that create lasting impact for the families and communities we serve.”

Established in 2017, the Texas A&M University Higher Education Center at McAllen provides Rio Grande Valley students with direct local access to an Association of American Universities (AAU) and Carnegie Research 1 institution. Anchoring the Colonias Program headquarters in McAllen further cements the university’s commitment to regional development, public health, and economic mobility across South Texas.
