A 27-year-old McAllen man was sentenced to prison for his role in a long-term smuggling scheme involving several high-speed pursuits, one of which resulted in three deaths, including a minor.
Jose Manuel Lopez-Silva was sentenced to 30 years in prison for directing drivers as young as 14 years old to pick-up points for people illegally present in the United States during smuggling events, according to a press release from the U.S. Attorney’s Office for the Southern District of Texas.
In one instance, the driver and two people being smuggled died after crashing into a parked trailer, the release stated.
Silva-Lopez pleaded guilty on Dec. 18, 2025.
During his hearing, the court heard about Silva-Lopez’s involvement where he created a risk of death of serious bodily harm by recruiting teenage drivers and instructing them to engage in high-speed pursuits.
“The court also heard that Silva-Lopez showed no remorse after the fatality event that claimed the life of three, including the minor driver, because he continued to recruit juvenile drivers and instructed them to flee from law enforcement,” the release said.
The investigation revealed that Silva-Lopez had been operating a smuggling ring in the Rio Grande Valley since June 2023 and utilized social media platforms to recruit drivers.
He would track the location of the drivers, direct them to pick-up points and have them take the smuggled people to various stash houses around the RGV.
“On two occasions, the load vehicles fled from authorities in high-speed pursuits and ultimately caught on fire,” the release said. “A third pursuit resulted in speeds of over 120 miles per hour.”
On Jan. 17, 2024, Silva-Lopez coordinated another smuggling event with a juvenile driver where authorities saw the driver pick up two people who had just crossed the river.
They attempted to conduct a traffic stop but the driver fled and crashed after losing control around a sharp turn and struck a parked trailer after several minutes.
The driver and two passengers ultimately died from their injuries.
“During the event, the driver had been on the phone with Silva-Lopez,” the release said.
It was determined that Silva-Lopez had coordinated at least 21 separate smuggling events between June 2023 and Sept. 2024.
According to the release, a total of 20 drivers have been prosecuted and sentenced.
Silva-Lopez will remain in custody pending his transfer to a Federal Bureau of Prisons facility scheduled for a later date.
