“We’re hoping to get a dedicated funding source over at least over the next ten years, and then, from there, I think it can help or it will sustain itself if it’s set up and structured properly,” Allen explained, indicating that he has already delivered testimony before the Texas House Natural Resources Committee and the Agriculture & Livestock Committee. “I’m hoping to work with the Texas Legislature to get that fund up and going before I retire. It would be my legacy… We’re slowly trying to roll it out and talk to a few legislators and see if they’ll get on board with us and carry it through.”
Similarly, Michael Kent, district manager for the Donna Irrigation District, hailed the announcement as a historic win for infrastructure resilience across Hidalgo and Cameron counties.
“Today, NADBank, along with TWDB, made the official announcement that they’ll be endorsing funds for the Water Resiliency Fund projects and Donna Irrigation District will be one of the beneficiaries.. We were able to apply and received $2 million for a canal relining project,” Kent said. “We’re super excited. The relining goes a long way for water conservation, water resiliency, and water reliability for both our customers within the district and the Valley as a whole.”
Kent noted that irrigation districts serve as the frontline “water stewards of the Valley,” stressing that channel relining and structural repairs offer immediate dividends. “Investing in infrastructure is the lowest hanging fruit, and we get the biggest water savings for everyone,” Kent told the Guardian. “It’s a wonderful day for the Valley.”
Binational Momentum Along the Border
Under the WRF structure, NADBank funding covers up to 50 percent of total project costs, triggering matching commitments. The Texas Water Development Board is slated to formally approve nearly $70 million in state grant funding at its upcoming September board meeting, while the U.S. Bureau of Reclamation and local districts are pooling nearly $18 million.
The initiative is equally active on the Mexican side of the border. Mexican Ambassador to the United States Roberto Lazzeri Montaño, who participated in the San Antonio summit alongside Beckham and TWDB Chairwoman Stepney, noted that the WRF’s first call for projects in Mexico generated 112 expressions of interest from municipal utilities across six northern border states.
Over 60 percent of those Mexican proposals originated from communities along the shared Rio Grande/Rio Bravo basin. Unlike the U.S. side, where agricultural irrigation districts dominate initial funding, Mexico’s allocation will prioritize municipal utility improvements, leak reductions, and water source diversification.
