BROWNSVILLE, Texas — Local real estate professionals in the Rio Grande Valley are leaving substantial business on the table by failing to tap into the global real estate market, according to veteran Houston broker Pius Dawson.

Speaking at the inaugural Binational Forum hosted by the Brownsville/South Padre Island Board of Realtors, Dawson urged local agents to pursue international designations that connect them with affluent foreign investors and lucrative cross-border listings.

Dawson, who holds dual British and American citizenship and speaks fluent German, emphasized the importance of the Certified International Property Specialist (CIPS) designation, a globally recognized credential administered by the National Association of Realtors (NAR).

“So many professionals have just left this on the table,” Dawson said during an interview following his presentation. “There are two or three people in McAllen that have the certification. There’s nobody in Brownsville. Unfortunately, the Valley’s been missing out on this for years, many decades. But we’re going to make it happen.”

Unlocking a Worldwide Network

Dawson noted that real estate practices in the United States are widely regarded as the global benchmark due to rigorous licensing, ethical standards, and established industry regulations. Foreign investors and brokerages, he said, frequently seek out credentialed U.S. agents to represent their properties and clients.

“Around the world, everybody looks up to the United States as the creme de la creme,” Dawson explained. “In a lot of countries, there’s no licensing, there’s no ethics, there’s no rules or regulations, and so we are the role model. Everybody that comes and looks for people with expertise wants to do business with them. That’s why we build up this Certified International Property Specialist program, which is a referral network around the world.”

To illustrate the financial potential of international networking, Dawson shared an experience from 2019, when he led a delegation of eight agents from five brokerages to Belize.

“We visited one brokerage, and we came back with 134 listings that we listed in Houston,” Dawson said. “I split this up between all the different brokerages, and there were homes, there were villas, there was land, lots, commercial, and even one island.”

Dawson, who previously served as chair of the Houston Association of Realtors Global Division and as NAR’s Global Ambassador to Austria and Germany, recently received a golden pin from the German Real Estate Association for his international work. He holds the CIPS Excellence Award—a distinction held by only three individuals worldwide.

Despite conducting real estate transactions involving clientele in Mexico, Ireland, Scotland, England, Germany, Austria, Switzerland, and Liechtenstein, Dawson maintains that agents do not need to be licensed abroad to capture international revenue. Instead, they leverage structured referral agreements while remaining compliant with Texas licensing laws.

Bringing International Training to Brownsville

To address the lack of certified international specialists in the southern Rio Grande Valley, discussions are currently underway to launch official CIPS training courses in Brownsville.

The proposed curriculum consists of five eight-hour instruction modules. Dawson highlighted innovative course formats used in other border communities, such as El Paso, where classes are split between Texas and destination markets like Mexico or Costa Rica.

“When they’re in Costa Rica, they’re meeting realtors there, they’re meeting developers, brokerages. They will be coming back with a book of business to list here on their MLS,” Dawson said, adding that CIPS graduates receive a full year of direct mentorship from instructors to ensure long-term commercial success.

Beyond individual agent benefits, Dawson is working with regional associations to establish formal global divisions capable of earning national recognition.

“Last year we started with El Paso. They already got a gold award from NAR,” Dawson said. “So that’s our goal for next year for Brownsville. We’re going for gold.”

Dawson stressed that international real estate targets high-net-worth buyers rather than first-time home purchasers, offering agents an opportunity to build long-term advisory relationships with an elite international client base.

“These are people that already have property here and in other countries around the world,” Dawson said. “You’re looking at affluent clientele, and your job literally is just to build up their portfolios for them. You’re going to become trusted family members.”
