Two additional people have been arrested in connection to the Chinese national who defrauded a woman in the Rio Grande Valley.
Yuchen Wang and Xi Zhou, who are residents of Los Angeles, are charged with conspiracy to commit wire fraud after Kang Ye was arrested at the Falfurrias immigration checkpoint where agents discovered $130,000 inside his book bag along with a Vantage Bank receipt.
The trio has pleaded not guilty, court records show.
At around 8:15 p.m. on Jan. 22, a black Ford Expedition operating as an Uber arrived at the primary inspection lane, according to a criminal complaint.
Agents identified the driver as a U.S. citizen but found Ye to be a Chinese citizen and illegally present in the country after he provided his employment authorization document.
That was when they found the money in his bag.
During an interview, Ye stated he was residing in California when he was recruited by a man by the name of “Boss” who told him to go to Edinburg and transport some money.
Ye said he was going to be paid a “good amount” for the job and flew to Houston and then took an Uber from there to Edinburg where the victim gave him a bag of money.
“Ye stated he believed they were scamming the victim,” the complaint said.
According to the indictment, Ye and the co-conspirator started their conspiracy to defraud the victim in October 2025.
“Members of the conspiracy contacted (the) victim…and falsely told them they were financial fraud investigators that could assist in recovering financial assets,” the indictment said. “The victim was told they needed to pay fees to cover the upfront cost of the investigation, but would receive all of the money they provided at the end of the investigation.”
They were instructed to send money through couriers and gift cards to multiple stores over the phone.
The victim was contacted by a person claiming to be named “Ricky” or “Paul” who were “fraud specialists” after they were notified that her Neighbors and Families Together Federal Credit Union account that some funds were missing.
“The coconspirators further gained (the victim’s) trust by sending her a code to access a crypto wallet stored on the “Trust” application,” the indictment said. “(The victim) had “view-only” access to the wallet and was unable to deposit or withdraw from the wallet.
“The wallet had four different accounts, totaling approximately $326,000.”
She told authorities that since November she had withdrawn a total of $196,000 on three separate occasions and added that the $130,000 was a bank loan, according to the complaint.
She was also able to identify Ye when shown a six-pack photo lineup.
Yuchen and Xi’s involvement isn’t immediately clear.
However, Xi and Ye are currently scheduled for a final pretrial conference in late September.
Yuchen appeared for their initial appearance Tuesday morning and was allowed to remain out on bond.
