Ukrainian President Volodymyr Zelenskyy has been vocal about the geopolitical struggles distinguishing Russia and Ukraine, particularly referencing interactions with past U.S. President Donald Trump. Zelenskyy asserts that Putin’s display of interest in peace negotiations emerged only when Trump proposed the potential use of Tomahawk missiles by Ukraine. Some countries, led by France, advocate for stipulations requiring that Ukraine invests in European-made military equipment. He expressed concern about unrestricted spending: “We give loans, and so we need to do it in good cooperation…we need to know that they will use this huge amount of money in a responsible way.” This reflects a growing sentiment in Europe regarding financial stewardship and strategic planning in supporting Ukraine’s military efforts.

Moreover, he acknowledged the limitations of European military production, stating, "But we know that we don’t have all those capabilities and weapons in Europe that they need." Therefore, he argued the necessity for Ukraine to also have the option to procure defense systems from the U.S., should European options fall short.

Orpo indicated that the military aid discourse is broader than just the request for Tomahawks. He proposed that establishing a robust financing structure for Ukraine using frozen assets would send a strong message to Putin, indicating that he cannot secure victory in this conflict.
